The issue with Pikachu over Raichu is that while yes you're getting a significant stat boost to Atk and SAtk it's slower and squishier than Raichu and at least with Raichu since it's not required to hold a specific item you can choose an item that you feel best suits it

Light Ball also useful not just Pikachu, but for Pokemon that knows Fling. Light Ball is one of the held items that give instant secondary effects while making the BP of Fling weaker, in this case, Flung a Light Ball cause automatic Paralysis on the opponent, think of it as a 1-turn Nuzzle

I honestly think every Pokémon deserves a "Signature" gimmick.

It can be an Ability, a Move, or an Item—but EVERY Pokémon deserves some kind of love.
