I don’t know why Pikachu is avoiding it. Yes, he didn’t want to evolve before, but that was like a matter of pride, because he wanted to beat a Raichu as a Pikachu, and in my opinion for the end of the series for Ash and Pikachu’s final battle. Pikachu should’ve been a Raichu to show how it’s the end of the series and even Pikachu’s maturing
