Azula, by far, is more powerful in almost all aspects of firebending, strength, speed, defense, and battle iq and intelligence. During the final, Agni Kai Azula was mentally unstable and nowhere close to being at full power (this was confirmed by the shows creators Michael DiMartino and Bryan Konietzko). Sure Zuko can redirect lighting but we also no people can avoid lightning. Azula is more than fast and skilled enough to avoid the redirection from Zuko.

Zuko should have won for intelligence. He learned from all four elements by guidance of his uncle, and he also learned from his defeats and mistakes.

Katara defeats him in a single move back in season 1, which he then remembers and replicates. Although the Dai Li did block it easily.

edit: In retrospect, Azula is a more tactical planner and good at manipulating people. I suppose Azula would have superior intelligence.

Why yall saying zuko gets intelligence????
Azula has shown WAY more intelligence feats thay zuko.
She is the ONLY fire nation warrior to successfully take over ba sing se by going undercover as the kyoshi warriors, tricked the earth king into telling them their invasion plan, was able to successfully take control of the Dai lee agents. She was able to accurately track the avatar movements on several occassions more than zuko did. Mastered the art lightning bending on her own without much training

Azula is the most potent firebender in the show without contest, her fighter is the hottest and her age (14) says a lot about her potential. Without the mental bog she is 1v2ing Katara and Zuko without a sweat.
