Can u please tell me the full process for painting . Is it primer, coat putty, sand it, coat primer then coat final paint ? Is this the process . Please let me know . I’m planning to repaint my wall again since previous colour on the ceiling and walls are peeling off .

Hello I would like so advice please.
I have a damp ceiling where the paint is falling off and I have already scraped all the excess ones that were dangling. But some sort of dust or debris still falls and the problem is in the kitchen so it's dangerous as it could fall in the food and I have kids. Is it okay if I install some wall paper instead? If yes then what type do you recommend? I'm scared of doing the same thing as the video because I did it before but since my upstairs neighbor has a water and humidity problem it crumbled again :(
