That's a bad idea. The vpn (and any agency that monitors vpn packets from the vpn provide side) will know you're using tor and you'd look extremely suspicious. In fact, if I was a government agency I'd focus my efforts on those few that are flagged as using tor with a VPN rather than the millions just using tor. How would they know your identity if you're using a vpn? By going to the vpn provider which keeps records of your credit card information 😂. The best way to hide is to blend in.
