Iirc Queen effectively had a "never 100% repeat yourself" mindset. They always wanted verses to be slightly different and the song to feel like a story (in the sense that there's progression)

Those deviations might have something to do with Queen writing based on lyrics and structuring the songs thereafter, as opposed to fitting lyrics onto a rather 'regular' song structure.
