I'm not sure what version of the Synology NAS you are running but I'm running V7.1.1. Your instructions work but the configuration of the Mosquitto container are in a different order in different windows.
Also I'm using this video to just set up the Mosquitto broker (my HA is running on a RPi elsewhere) so I'm not sure of this is relevant but I needed to use the 'Bridge' network and set the local port to 1883: leaving the local port to 'default' creates a different port number and using the 'Host' network didn't work at all (possibly my lack of understanding).
