Those islands are rightfully Japan's own under the 1855 treaty of Shimoda, 1875 treaty of St. Petersburg and the original agreement that Stalin broke, ergo illegitimate holdings of islands that has been historically Japanese. If you want to point fingers at someone, blame Mathew C. Perry who threatened Japan to modernize and open their ports to the US or face a slaughter. That's what led to Japanese Nationalism! And to the Russians, what do you even need these lower Kuril Islands for if what Japan is offering still gives legally the rest of the northern half for normal relations that Stalin himself broke treaties?
