Subsidies

WTO members often resort to subsidies to support domestic producers to become or remain competitive. Some types are prohibited, some can be challenged, others are allowed.

Professor, you said that agriculture subsidies are not prohibited by the Agriculture Agreement and that its true. The WTO members, however, did not make a compromise to eliminate them at Nairobi Ministerial Conference (with few exceptions)? I really would like to better understand this issue
