Steve, have you ever heard about such thing as 'cost of labor'? Compare how much you have to pay to a worker in China and in the US and this should fill all the blanks. And this is especially important it you have to catch-up, like with semiconductors. So, subsidizing semiconductor industry should be a right thing to do.
