Irrigation system stand pipe. My great uncle was a water master in the Rio Grand Valley. Some of them had ladders that allowed gate controls to to be operated diverting water to laterals.

I can name it in Swedish: Svalltorn, in direct translation that is swell tower.

Yep, those are definitely "irrigation stand pipes" used to convey raw water (that originates from the Rio Grande River) to the agricultural fields of the Rio Grande Valley (RGV). There are many jurisdictional irrigation districts in the RGV, with most having formed in the early 1900's, so much of this infrastructure is aging and becoming obsolete as the RGV continues to urbanize.
