Basically you are increasing the area of the spillway ft^3 so that the velocity ft/sec is reduced for a given volumetric flow rate a*v. Because velocity is the main source of wear and erosion.

I grew up near (within a 10 min walk) of a weir. It was an odd one, splitting a river into a river (that kept the same name) a controlled spillway that fed a creek, and an irrigation network (tightly controlled by another spillway).

The weir part managed the flow of the river, reducing it so that water could be drawn off for the creek and irrigation system.

The Piano Key weir shown is also a series of fuse gates (Terminus Dam in California). Kinda cool!

I always wondered why some were like that. They do the same thing with paper air filters to increase surface area in a small space.
