Yep, nothing more than a graphical error. The reason why the colors in the water turn green along with the fog is because the white fog above the water and the swimming line in the water are a soft white to grey gradient. In x32 it looks normal since the x32 stands for the color depth, it is 32 bit colors, however x16 is only 16 bit colors. In x16 the gradient will loose color detail and it becomes green.

The 'blood' on the wheelchair is actually a rust. Due to GTA SA being an old gen, the devs cant put much texture design on the wheelchair. I think DaviDustin explained about this in his "The Truth about Leatherface" video.

Other than that. The Green Fog myth is quite eerie and im glad you investigate it since it was some weird occurance in the game.

The green in the water has a real life explanation. Whether intentional or not, small microorganisms live in water that will light up when a person is swimming in the water. It’s actually pretty cool
