I have i5 4590s 3ghz turbo 3.7 ghz and zebronics h81 motherboard when I play game the cpu not goes above from 3ghz it always remain at 3ghz when I don't play game it run about 3.45ghz something . Why my cpu not run at full speed I also replace the thermal paste with a high cost thermal paste please tell me the solution

Just liquid metal your laptop and buy better thermal pads and this will be safe. I have GP63 with 8750h and my temps doesn't reach over 85 with the liquid metal and custom termal pads
