Hoyoverse knows exactly what they are doing with Luocha. They knew HI3 players would hate him right from the front gate so they wrote Luocha with a lot of similarities to Otto to further feed into that mindset. Then they'll slowly but surely peel that apple and *BAM* here is a plot twist in ur face.
