I feel like the weirdest NPC's in HSR are the ones on Herta space station. "BEHOLD THE is the first thing that comes too mind on that station since that event. The only normal ones on that station are the security guards.

you can tell hsr put more effort into their npcs, with them being able to hold stuff, there being more unique and more animations for the npcs, , , the details to them is even focused on more bc like with the genshin npc woman who had her hands on her hips and her hands weren't even touching her hips, but the hsr npc children have laughing animation of them hitting their leg and it looked amazing, and that one npc actually touching his bicep, , ,

1.) There's a group of Eremites playing TCG
2.) A dancing girl performer
3.) 3 Hilichurls running & tagging each others
4.) Mirror Maiden who was Lovey Dove with a Fatui Skirmisher
5.) Group of Anemo Slimes Flying in Circles
6.) Sumpter Beasts running from Hilichurls
7.) CEO Dawei just relaxing as a Hilichurl
8.) And there's so much more animations up to hundreds of varieties in different areas.

HSR's NPCs feel human.
But maybe, the true NPC was the friends we lost along the way...

Genshin having ferryman that takes you across a whole map segment while singing folksong in chinese.. You can always tell what image the creator wants to enforce when taking the best from one game and comparing with deliberately worst picks from other game... :)
