You need to complete the time gated main mission with the kid and the instrument first to unlock this.
This quest is one of a series of quests where you have to do quests with the spirits of people who used to live on the island. Once all quests are completed you can talk to the boatman spirit to finish the series of quests. You can talk to the boatman to find out which spirits still aren't ready to get on the boat. There are many guides online and you can easily find them by searching for the boatman quest
