China is very adept at copying or adapting foreign technologies, but their modern innovation is very inept. Their hacking attemps are more publicized because of two reasons.
A) Media in each region has a highly skewed perspective. B) They get caught more often.

The attempts at hacking we hear about, are small and unimportant in the grand scheme of things. If it was important, they'd have their best working to ensure it was not only successful, but unknown.

Actually that will make warfare less brutal and reduce the number of civilians killed. The main reason why civilians are killed is because of fear, the soldiers don't know if they are hostile, so they fear for their life. If they don't have to fear for their life, then they can assess the situation better. Also, if someone were to control one of these robots and kill for fun, it would all be recorded, and that person would be accused of murder, like the videos which leaked. So it will be better.
