Regardless his personal issues, Jess was never unfaithful. When Dean broke up with Rory, Jess asked her if it was over for good, and then he said: I have to take care of something. So Jess first broke up with the blond girl, and then went back to Rory.
Jess also wouldn't pay attention at TJ's bachelor party, he took a book to read at the night club. But Rory kissed both Tristan and Jess while being with Dean, then slept with married Dean, tried to use Jess, but couldn't, flirted with some Yale dude but confessed to Logan, and in the Revival she kept cheating.
