And for people that want an even deeper explanation: after the +jump command has been executed it needs to go to -attack of the jump-throw script. Since it's a script it always does the same thing, so the result will depend on the tick rate because the movement will always be the same when executing a jump-throw.

Other than smokes, 64 tick also affect awping. In 64 tick the crosshair can be on the guy but since the update on the clicking is registered slower, the shot will have a small delay, causing a miss or a death.

You jump higher on 128tick due to "movement speed" aswell.
