Allow blocks allow to build and break blocks above them, even in adventure mode.
Deny blocks mske it so that you can't place or break blocks above them in survival mode
You can't go above or below the border blocks unless you're in Creative mode

it is /give @s light_block 1 15. the one is amount and 15 is the light power

Ok I figured out a problem with having spaces in your name while trying to change your gamemode to creative/survival. If you have 1+ spaces in your name, you would need to put quotation marks for your name. For example using [my name] as a name, you would have to put in the command block, gamemode c "my name"
gamemode s "my name"
I had to put " around my gamertag name, which has 2 spaces.

The allow and deny is made for multiplayer, putting a deny block and a block will not let any one without op or /gamemode c break the blocks above

The way you get the light blocks working is \give@ s 1 15 after the amount than you put the light lvl

I don't think this is a glitch ...
/execute is a forced code so if you use it it has to be done in the code what I think this is is more of a developer tool so server admins can work in survival without disrupting achievements and breaking the server as well as customizing spawners for specific items . Or making custom transporters and such . So saying it is a glitch might remove a mandatory feature for alot of different servers and code for the game
