How come they dont remember your password after restarting? is it because the password was also wiped?

i'm thinking of buying one on ebay.. i'm not entirely sure if it is safe.. let's say the seller has not done anything to reset the surface and when you get it, you find that you would need login information from the buyer. Is there a way to reset the device without knowing any login information?
Is it possible the reason the seller didn't reset the surface is because it was stolen? Anything suggestions of what I can do to protect myself would be appreciated...
