3) General Kai.

Po was the ultimate Warrior by literally using his belly as a major weapon, learn inner piece, mastered kung fu in a short amount of time with shi fu, and unlock chi. (Way too many other feats but those are the primary)

Actually, master oogway is stronger than po. We have never seen his actual potential in movies. He created kung fu, mastered it. He defeated tai lung without any efforts. He was avoiding the battle with kai. Po became the fighter of destiny but oogway created his own destiny.
