23:54 I never really saw it as Cabba "rivaling" Vegeta. Vegeta is pretty clearly just having fun with another saiyan. Once Cabba reveals that he can't turn super saiyan, Vegeta uses the rest of the match like a mentorship. Vegeta realistically didn't need to turn super saiyan to beat Cabba but chose to to train him. When Vegeta turns blue and one shots him, even Goku said he didn't need to go that far.

It's actually easy to argue Gogeta is even stronger because we're literally told Gohan never stopped training from Buu saga to GT but Goten is relatively close in power to his brother and both Goku and Vegeta are so much stronger that even with boosts from Baby they can barely do much against those two and this is the very beginning of that arc too.

Literally the only thing that matters is this: SSJ4 is way cooler than Cabba. Having a whole universe of Multiversal+ saiyans never made sense to me. Why is SSG a form at all if they've absorbed it into their base?

I think the statement about Vegito being "As strong as a Super Saiyan 4!" is referring to a hypothetical GT Vegito, so if Goku had Gone SS4 in the Buu Arc, it would've been just as easy.
