That is actually the version of Wolverine from The Age of Apocalypse. Yes, it was blasted off by cyclops, but Logan chose for it to be capped off by the metal on his arm so it couldn't grow back. The reason it would've grown back is literally that when his hand was blasted off his claws were extended, taking out cyclops eye. They thought the claws and hand wouldn't grow back and capped it for versatility but found out later that the claws did grow back adamantium and all when they punched through the capped off end of the arm.

The correct answer is the first one. Back then his healing factor wasn’t how we know it today. That goes for most heroes. As time goes by they need to get stronger for readers and power creep steps in.

For example, Hulk used to get beaten in fights all the time. Straight up KOd knocked back to Bruce Banner. Nowawadays that ain’t happening almost ever

Here's a third theory. It could also be because of cauterization from cyclops's laser eye beams. Granted wolverine does have a supernatural healing factor which would make cauterization under normal circumstances completely irrelevant and a mood point. However there's nothing normal about cyclops's lazers. Probably he would regenerate if it was a normal laser like a man-made device or something or some form of technologically advanced weapon. However this being said, the lasers that emanate from cyclops's eyes, I'm not man-made, and though they may have covered it at some point in marvel history I've never read it or heard about it or seen it, play seem to go into a great deal of detail about wolverine and all of his powers and all of his abilities and all of his unique qualities and they do a few other ones like the hulk and whatnot but I've never seen them go into such thorough detail about what Cyclops's eyes lasers are made out of. Obviously not an actual laser but some sort of high-powered energy being but what kind of energy? Does it contain gamma radiation or some kind of energy frequency that prevents healing factors like that of wolverine from working? This is an idea that should be explored.

The reason he couldn’t regenerate that limb was plot related and has nothing to do with wolverines actual ability to regenerate limbs. Logan once regenerated from a drop of blood in another comic.
Come on guys. Sometimes certain authors take personal liberties with the character solely to make a good story.. just because one story had Logan able to do one thing and another issue had him able to do another, doesn’t mean we have to find find explanations lol. There’s been comics where Logan never had claws at all! Just enjoy the comics.

Wolverine still had the old-school healing factor that just healed injuries faster, but still basically only healed injuries that a normal human could heal too. so no regrowth of missing bodyparts

It is the same has having adamantium taking up the space of his eye socket when eye is removed, thus hindering his healing ability for that part of his body. The metal stump was stopping his hand from recovery. The moment magneto had his adamantium extracted from his body, he was able to fully recover his hand with bone claws.

It was implied that he could heal, that is why he place the metal cap on his arm. Plus he eventually pulled his "wild card" and actually used the claws.

Wolverine grew back his bone claws when he was in Japan and fought the Silver Samurai in that movie. 😏

Nope, the answer is that he attached that weapon to it before it could fully grow back as stated in age of Apocalypse saga😊👍🏽
