Vegeta never became SSJ3 because it wasn't necessary for the story. In the Buu Saga, Vegeta didn't become SSJ3 because it was necessary for his story arc for Goku to be much more powerful than him.

The reason Vegeta never used SSJ3 against Beerus is because that form takes allot of stamina & energy.

If you look at Goku SSJ3 against Buu he didn’t won because Buu has more stamina and Goku needed to end him quick, SSJ3 drains the body allot quicker than SSJ2 so Vegeta always kept using SSJ2 for most of the time in battle.
