Maybe since the area the hair is protrudes out to give SSJ 3 it’s menacing look, the hair gets swallowed by the skin like it’s retracting in.

The lack of eyebrows are an indicator of how close the Saiyan is to his great ape form. SSJ4 is a transformation that’s part ape & human in appearance. Even though ssj4 has eyebrows the majority of the body is covered in fur, and torso outlined to that of a silverback gorilla.

Think about it. Before SSJ was a transformation it was the ape form that a saiyan had to use, and you needed a tail to attain that form.

I always view SSJ 3 a dragon like form when I was younger. He resemble a golden shenlong.

You all get it wrong, not only the eyebrows are gone, but muscle growth is observed in the eyebrows area, just like Piccolo's swollen eyebrows
