I personally prefer the American voice actor for Harv because of his delivery of one line:
“WHAT DO YOU NEED ME FOR!? that’s just a figure of speech by the way, you signed the contract”

Harv has always been one of my favorite side characters in the film, so I'm really glad you brought this up. Though I have a huge amount of respect for Pixar for casting Clarkson to play Harv in the UK, (their genius is almost frightening in that regard) to me, Jeremy Pivin will always be the best version of the character.

Clarkson may be a legend in his own right, but Pivin nailed the concept of a hard-driving, sassy agent in such a comedic and brilliant way. His performance simply can't be topped.

I prefer the UK version of Harv the way Jeremy Clarkson plays him makes it seem like he generally likes lighting as apposed to the US version where he just seems to view his as nothing more then a client

I still remember Jeremy Clarkson's greatest most popular line in Top Gear saying "HAMMOND, YOU IDIOT! YOU REVERSED IT INTO THE SPORTS LORRY!" and I wish Harv was here in Cars 3 when He's with Sterling, I believe he'll be the supporting antagonist for Sterling.
