That seems inaccurate to me because 1/2 can be used to denote a varying quantity as well. It's just a matter of how you phrase the directions. So instead of saying 1:2 parts rice to water, you can say 1/2 the amount of rice as water. This would still make the rice needed for the recipe a variable amount, dependant on the amount of water.
