I wouldn't say that VTA Light Rail is a particularly "unloved" service. It's not heavily used because the city of San Jose failed to approve all the TOD that they knew would be required to make this system viable.

The service itself is actually very nice with a lot of solid infrastructure and very good bones in general. It needs a couple more lines and a of TOD to make it a truly great system. But the BART, Caltrain, Capitol Corridor, and ACE service expansions in the South Bay are already having an impact in making the VTA Light Rail more viable.
