That's not the whole story of Putin's nuclear doctrine. It actually based on the fact hat some of the U.S. and/or NATO missiles may be armed with a nuclear head or a conventional one. So, firing western made missiles successfully into Russia could only be a precursor for a nuclear strike to follow, and the Russians would have to take it on the chin before being able to respond. So any missile made by a nuclear power will be counted as a nuclear attack whether it's warhead is conventional or not. And as Putin pointed out, the Russian doctrine is no different than the U.S. nuclear doctrine, which has also been updated under Biden earlier this year.
