This video lecture discusses the meaning of Cynicism. Cynicism is a school of thought in ancient Greek philosophy that holds the belief that the best life is one that is lived in accordance with nature and free from the rules and regulations of society. “Living in accordance with nature and free from the rules and regulations of society” is what the Cynics call “virtue”. This explains why the Cynics sought a simple, independent, and natural life free from all forms of material possessions.

So, a cynic is a hypocrite who doesn't understand that humans are naturally social beings. Being against this is unnatural. Sure, social structure is not perfect and criticism is welcomed. But to say there should be no rules and regulations is crazy. The rules are required precisely because we live in a society. If you want to rules, you go in the wild.
