No More Room in Hell - Union City Emergency Broadcast

This is the emergency alert heard in nmo_junction extracted almost straight out of the game files, with the replacement of the original alert sound with the EAS test audio we all know and hate at the beginning and end.

"The following message is transmitted at the request of the New Jersey Office of Emergency Management, Union City, New Jersey. If you are still alive, remain where you are and await rescue. Traveling the streets is extremely hazardous. The following counties have been put under quarantine: Union, Hudson, and Monmouth. If you have been injured or you have an emergency, please remain calm and stay where you are until further notice. Emergency vehicles may not be able to reach you at this time."
