A solenoid can drop voltage to the point that it burns up the starter.

The starter motor is fine. It is not burned up. The voltage drop is across terminals "B" and "M" which are the 2 big posts on the back of the starter solenoid. This voltage drop tells you how well terminals B and M are making contact inside the solenoid. This is confirmed by the starter motor spinning when he jumps both terminals with a screwdriver. Opening up the soloenoid and replacing or maybe even filing down the contact plate will fix this problem.

This was voltage drop across M AND B terminal or somewhere else because you used the word solenoid winding that is weird . I'm still confused.
