I'm an amateur blacksmith. The borax is used as a flux to keep oxidation from forming when forge welding. Oxidized steel will not adhere.

No, it is used to create a barrier between the steel and oxygen. When steel is heated it begins to react with the oxygen in the air creating iron oxide on the face of the metal, the borax or sand or several other things can be used as flux, combines with the iron oxide and melts, forming a barrier between the steel and the air. When forge welding steel, the borax will flow between the faces and when hit, will blow out of the faces letting just the steel faces weld together. In other welding processes, inert gasses do the same thing by shielding the steel keeping the iron oxides (slag) out of the weld. The coating on welding rods for stick welding do the same thing, they melt onto the weld puddle creating the barrier until the steel can cool.

As a pipelayer i also use a lot of white powder at my job. Its usually to get over a hangover though.

the borax is also a high temp flux, it helps keep the metals clean by having an anti oxide barrier to keep it clean while hot so the surfaces will weld when hammered, this is especially common in pattern welded steel

It's called fluxing. It also keeps oxygen from reacting with the hot or molten metal which can create impurities.

They aren't smelting. They are forge welding. The borax forms a barrier to oxygen, preventing or reducing oxidation. This allows for a good, solid weld.
