You guys forgot the third super event: Thermonuclear war as Long Yun marches into Korea and naval invades Taiwan and Sakahlin by stacking the million dead Japanese from failed naval invasions towards the island.

I think when it's low legitimacy it's better to use the old version. As Sun-won speaking, it shows that everyone turn away, thinking it is an act of suicide. and The current low legitimacy event is Probably suit for Gao Zhongwu's China version GAW.

First superevent goes like a tide. The intro feels like a bomb being detached from airplane hatch, like an avalanche, that can not stand still any longer. It is a tide of people, willing to free China from turmoil, slavery, and international opression. The peoples of China are finally united under one banner and goal, and dream - a banner of free china, a goal of stopping the suffering, and a dream of freedom. The trumpets call them into battle, it's a signal to all Chinese that the war of liberation has begun. The thunder of guns and marching steps of millions of volunteers echoes as the voices rise higher and higher in song. And then the wistle sends them into charge, they battle cry, attacking the enemy, wanting to push it back over the sea that they came from. One of the finest superevents IMHO.

The difference between High legitimacy and low legitimacy feels so distinct from each other. One gives a sense of vigor and hope. While the latter really drives the feeling of senseless death and despair for both sides.
Even the quotes of Mao and Chang drive the point home so goddamn well. I just think this is a perfect super event.

My theory for why the devs used March of Volunteers for high legitimacy and ROC anthem for low legitimacy'

It seems like high legitimacy GAW is perceived by the broader international community as a fight of the entire Chinese nation against Co-Prosperity Sphere, thus the populist-sounding anthem, but low legitimacy is perceived more as the Kuomintang fighting Kuomintang in a civil war of one government against another
