For the context, the Order 44 is initiated if Kishi Nobusuke comes into power. In our timeline, he's the one behind the 1960 anpo treaty, he used street mobs against left-wing protesters and caused a massive civil unrest after a student leader was killed in the conflict.
In the TNO universe, Kishi went above and beyond by ordering the military to fire on everyone on the street, effectively causing as many casulties as the Nanking Massacre in his own freaking capital.

Fun Fact: Kishi IRL manage to have a successful political career and his grandson is the prime minister of Japan Shinzo Abe. The monster of Manchuria got away with it.

I just found out that the Prime Minister, who executed “Order 44” in TNO timeline, actually tried to do similar thing in Japan. He tried to impose the martial law but failed because JSDF refused to do so. He was forced to step down after his failed attempt
