If you're in possession of a drivers license you have to know what to do in situations like this. It should be drilled down into everyone getting a license as second nature. Also invest in some UPS systems for those larger intersections.

No it's not really a complicated issue if people read the vehicle handbook. A malfunctioning traffic light turns into a stop sign. Left turn goes 1st then through traffic. But like he says you yield the right away to the vehicle to your right Just as it was a stop sign

People are always getting it wrong in Kentucky! They do the complete opposite of what the law says. I've seen them run through a light that isn't working at all, like the signal in the video.
