The thing that people don't know is Cytorak (the being that gives Juggernaut his power) will only make you as strong as he wants at any given moment.

This means one minute you could be an absolute menace the next minute you could be a complete pushover.... just because Cytorak deems it so.

Juggernaut is a prime example, Cytorak believe it or not barely gives him anything yet Juggernaut toppled Galactus.... but when Cytorak gave him some real power, he became "Trion Juggernaut, " and boy, let me tell you, this version of Juggernaut is jugger-nuts. He really is unstoppable and can warp reality!!

I think the best candidate for the Crimson Gem of Cyttorak is Silver Surfer since he's already faster than lightspeed and never get tired doing it. I still would love to get a Cyttorak Dr. Doom action figure though!
