I think it's kind of nice that Dr. Doom genuinely cares about his people as a whole, though the fates of individual Latverians may sometimes be beneath his notice. Still, they love him back.

If only the guy would learn to take some criticism instead of outright executing anyone who says he's doing something wrong.

When fans asked Kirby to draw what Doom's face looked like, he drew a handsome man with a small scar under his cheek.
This to me is a perfect depiction of Doom's personality other than simply being embittered by his horrible disfiguirment.
Doom wears a suit not just to hide his scars, but to hid away his humanity. He is ashamed of his weak feeble human body, believing it unfit to house his exceptional mind. He holds himself in such high regard that even a minor scar, is unworthy of Doom, so he wears a mask, with a cold expression to strike fear and awe into men he intends to dominate.
So his armour is more complex than just simply him wearing it because he is self concious. He probably would have worn it anyways.

Victor made the machine in college to contact his mothers soul in Hell. He intertwined technology and magic, which caused it to blow up. Victor still yet wasnt the savant and master of science and magic he would soon become, and was only mystically inclined because of his Romanian/Gypsy bloodline, due to his mother being a witch.

Victors mother died because she made a deal with Mephisto to make her more magically powerful so she could destroy their peoples tormentors, which she did.. and unintentionally killed their children as an affect due to the deals corruption. She died soon after and Mephisto then claimed her soul.

Victor also studied her spells and books after that as well, so when Reed found his calculations he thought them odd, but Victor dismissed him in haste as he thought he couldn’t possibly understand what he was trying to achieve, and blamed him for ‘tampering’ with it afterwards.

It left him with a single scar on his face, but due to his vanity he thought himself disfigured and his face ruined. He wandered the world and then found the hidden sect of mystic monks in the Himalayas and studied under them learning all their magic. Not long after, he became their master. That’s when he ordered to monks to construct him his suit of armor of his own design and placed the newly fashioned mask upon his face still molten hot simply because- he couldn’t wait any longer to embrace his destiny as Doom.

With his new found destiny and newly acquired yet hidden Freddy Krueger-like face, he overthrew Latveria’s then Baron/ruler as he was the one who led the attack against Victors mother and his gypsy people all those years ago. Victor usurped the throne becoming ruler of Latveria and Dr. Doom.

Tony Stark inherits his families money. He wishes to bring back his mother and father with all of his research and money put into building machines, he builds a machine of his own after his ideas were turned down by the current avengers, with them saying he was a brilliant man but that it would be too dangerous. The machine he builds to bring his family back backfires and leaves him with a disfigured look. Instead of becoming Iron Man he becomes Victor Von Dom, on a mission with rage feeling as if heroes are just liars and now he’s on a path with vengeance.
