Technically BJP did not hold any of the 13 seats - 3 seats in Bengal the MLAs had already defected to the TMC prior to the elections. So technically BJP gained two seats - one in HP from an independent and one in MP from the Congress. Given the circumstances in Bengal it is very difficult for opposition parties to win by-polls since the TMC goons are active and threatened BJP voters.
