In communism, everyone is a commodity of, and responsible to the collective. Different viewpoints are anathema. In libertarianism, everyone is responsible for themselves, not restricted in their success or coerced in their preferred choice of altruism. Different points of view are expected.

He's really mixed up, and I feel like he's seriously trying to cope with the fact that conservatives and socialist/communist are closer to one another, than either are to libertarians. He's a collectivist as much as any socialist.

He’s basically saying that the only way for a communal society to exist is through govt. Libertarians don’t think community doesn’t exist and isn’t essential to human life, we just don’t see govt as being the optimal way to achieve that. Knowles clearly hasn’t got thought very deeply about libertarianism, which isn’t surprising.
