This is one solution, but it did not help me with one of my Excel files where the "sheet tabs" mysteriously disappeared last month. There must be another setting.

I had enabled the "Split" function on a large spreadsheet, and that caused the "Sheet Tabs" at the bottom left corner to disappear.

The Tabs became visible when I cancelled the "Split" function.
