i think it's 8 because of
1. Endeavour isn't known for his durability so the guys that made this filter wouldn't classify him as so evntho the man is pretty up there
2. Ilda is a genius in his own right but keep in mind that this involves battle iq meaning guys like Shoto, Deku, evn Bakugo are going to listed a bit higher.

But #8 is still a good position but I'd beg to differ and say this build should be at least top 5 because of New order, and for AFO's quirk mastery

All might never really had to worry about combat skill, he was so overwhelmingly powerful he just punched or jumped. It literally stunted Deku because All Might never bothered to kick someone.

AFO doesn’t even have that good quirk mastery since he has so many of em. He actually specifically prefers basic power enhancers since they don’t take much to master.

Iida’s probably like 7-8th smartest known character in verse.

If I had to guess, it comes down to All for one’s quirk mastery.

If I recall correctly, he can’t really handle more complex quirks, so that might have downscaled him a bit in terms of this filter.

There’s also that All might mostly did get by on stat stomping. Man was just built different in his peak. And even after that. “Force absorption means I can beat you till it stops working, ”
