For those wondering why Kuvira got off so lightly, she actually originally was imprisoned just like Zaheer. But when one of her formal generals decided not to surrender and continue the war, Kuvira was released under Korra to try and qualm the rebellion. What follows is a large comic arc involving brainwashing, politics, and reunions between former lovers and family, and after all she did, Kuvira’s sentence was lessened as a thank you. (Also probably because she did plea guilty at her second trial)
