Espionage is situationally excellent, but still generally outclassed by Diplomatic. +2 diplomats, massive improve relations buff that also affects AE tick down rate, not to mention province warscore cost reduction.

I wouldn't say there's a single best idea group in the game for all campaigns, but I'd say Offensive is super strong in the most amount of situations.

I am a big innovative fan as it allows me to pump out mana points which allows me to get other ideas. It is never the most broken idea but it has great synergy with quality and offensive

Pluto/espionage policy is an insane 33% manpower boost as well

Inno is the best. The massive -25% advisor costs, -10% to all tech cost, it will get you to 100% inno which is -10% to all power costs, oh and the fact you get 3 extra free policies.

But when I play in Europe I like going innovative, offensive, and espionage

I think mentioning the fact that it costs Diplo points also knocks it up a few ranks. Diplo points aren't really used for much, if anything, in the early game and you tend to get a large reserve of it, even if you have a crappy ruler.

Innovative is the best. Saves more than enough monarch points to pay for itself, as long as you play deep enough into the game

I always take this as my first and it serves my play style so very well. AE easier to manage around HRE, extra diplomat incase I need to improve relations, creating vassals and claims easier and now includes transfer subject discount. Follow on with offensive making for east conquest and If I want to go high siege ability I then add Innovation and it’s a fun time, especially if I’m Holland

From my own experience I can say that Innovative Ideas Group is situationally very broken. But to fully achieve its potential, one has to:
- play outside Europe
- pick a nation that starts with an OP ruler, like Sirhind.
After successfully spawning institution and initially teching up a bit, you're up for a snowball effect of massive innovativeness gain. You basically end up being at least 3 techs above everyone else. But as I said, very situational and works only for god rulers in 1444

Vassalisation acceptance is great for forming italy. Diplo vassalising city states has no ae so you can form italy much quicker. And it also feels cool cuz you feel like machiavelli and shit.
