By default remote desktop can handle two users at maximum, if I use RDS to increase that number, for example three more, do I've to purchase only these three licenses or do I have to buy a total of five?

Here is what happens, I added a new 2019 lic server, the 2019 rds servers that point to it show the cal issued, but because my 2012 rds servers are cached from the orig 2012 lic server when I point the 2012 rds server to the 2019 lic server with just 2019 cals its all working but it don't show up in the issued column....so its very
