I feel like Scizor would’ve been an awkward hurdle to jump over. Scizor is pretty strong. Too strong to be an early gym leader’s ace Pokémon in my opinion. For anyone who didn’t choose Cyndaquil, it wouldn’t be a good time I think. Because as much of a shock as it may come to some, Cyndaquil isn’t everyone’s choice of starter for the Johto game, even if it may be the ideal one.

Bugsy having a scizor is pretty wild. Scyther was already a crazy strong mon for how early the bugsy fight is happening, but you could curbstomp it with a rock type. Scizor though? There isn't a fire type available till after goldenrod, so unless you wanna grind like crazy to somehow out-trade scizors base 130 attack, picking cyndaquil is practically mandatory.

Bugsy with Scizor is way too busted, especially when Jasmine already has a shallow pool of mons to choose from. And Heracross' gargantuan Attack stat would be _way_ too much of a power spike from Falkner, even if it gets for 4x damage from Flying attacks. Bugsy could have a lead Pineco that sets up Spikes, then a Ledian, then an ace Ariados.
