People I would make a video on this but I cant so here is a solution to get unknown sources to really pop up:
1. Make sure you have Developer account and are on Wi-Fi
2. Go on your phone (not your computer because it doesn't work) and enter the oculus app
3. Go to Menu > Devices
4. Connect to your headset using Bluetooth on the oculus app
5. Scroll down to headset settings > Developer mode and make sure that it is on
If you try this on your computer it wont work so you need to do it on your mobile device
