for some reason when i use it the minimise, maximise and close button on the window are gone, also i cant move the window around. is this just a pop os issue?

Stupid question but can I program anything in C in Linux without running into compiling issues because of missing/incompatible headers? Last time when I wanted to program something small I noticed header files are missing in Linux.
